Questions & Answers
What is the IBE Say No Toolkit?
The IBE Say No Toolkit is an app and a website that has been designed to help employees have the confidence to make the right decision in situations which could lead to accusations of bribery.
Tap through a series of questions based on the real situation being faced and the Say No Toolkit will give a practical answer: Say No, Say Yes or Ask.
The Toolkit targets common risk areas including when to accept a gift, when not to offer hospitality, what to say to avoid a facilitation payment and what to do if faced with a conflict of interest.
Employees can get the exact guidance they need because the Say No Toolkit can be tailored to reflect unique company policies and guidelines. It can also be branded with the company logo and colour scheme.
Why use the IBE Say No Toolkit?
Difficult decisions for employees often arise in everyday situations, when travelling, when offering or accepting gifts and hospitality or when negotiating with customers and suppliers. Employees may think that the decisions they make in these situations don‘t matter in the grand scheme of things but they really do. A wrong decision could seriously harm the reputation of the individual and the organisation as well as costing a great deal of money.
The introduction of the UK Bribery Act in 2011 created new anti-bribery laws which mean that there is now an even greater responsibility on organisations to be clear and for employees to know what the right decision to make is in situations that could result in accusations of bribery.
For an organisation this toolkit helps people know what to do and forms part of the adequate procedures that a company can put in place to help to prevent bribery.
This toolkit helps employees to know how to identify a bribe and what to do when confronted with a bribery situation.

The Say No toolkit can be branded. The organisation name, logo and colours will ensure that employees feel they are getting the right guidance from their employer not generic assistance.
The Say No toolkit can be customised. The exact procedures, such as gift and hospitality limits, reporting processes and precise contact details can be added ensuring the app and website represents the particular way of working in an organisation.
What kind of phone does the App work on?
The app has been designed to work across all major smartphone platforms. There is no reliance on internet connection. Because it is an App the information is always there to make the right decision even in the heat of the moment.
The Say No toolkit is also web-based so it can be used at a desk or on a phone as a mobile website.
Why is knowing when to “Say No” so important?
Anyone, in any organisation, at any level can offer or be offered a bribe. Sometimes people may offer or receive something in good faith without realising that there is something more sinister behind it. For example, offering or accepting a gift or hospitality is a particular grey area and there can be confusion around what is acceptable. Being clear about what can and can‘t be accepted is good business practice and reduces the risk of being caught out.
Under the UK Bribery Act, being found guilty of offering or accepting a bribe can result in the individual and the organisation being prosecuted which could lead to imprisonment (of up to 10 years), being fined (which could be of unlimited amounts) and the associated damage to the reputation and image of the person and the organisation if found guilty.
Rather than just being told what you should or shouldn‘t do, what policy or procedure to refer to, or having to attend training to know how to act, the Say No toolkit provides the practical guidance needed to help to recognise a difficult situation and to
do the right thing in response.
